Every survey is marked Confidential or Visible, and you are told which before you start answering.
The two regimes #

The minimum threshold #
A confidential survey also carries a minimum number of responses. Until that number is reached for a given scope — a team, a department — that scope’s results are not displayed, not even to an administrator. That is what prevents tracing an answer back to one person in a small group.
On the results screen, a scope below the threshold shows as unavailable rather than empty: the distinction matters, because “not enough responses” is not “nobody answered”.
What response tracking shows #
Even on a confidential survey, your HR team can see whether you have responded, so that pending people can be reminded. They cannot see what you answered. The two are kept separate in the product.
