The Multi-year & funding tab keeps, fiscal year by fiscal year, the funding envelope available and compares it with the planned payroll. It is also where the fiscal years that the other tabs depend on are created. This article is intended for finance and payroll teams.
Before you start #
- The “Multi-year & funding” permission opens the tab at the Access level; the Execute level allows entering fiscal years, funding sources and provisions. By default: Execute for the Administrator, Payroll Manager and Accounting roles; Access for HR Manager.
- The coverage rate thresholds are set in the module settings, Coverage thresholds card.
What the page shows #
| Indicator | What it measures |
|---|---|
| Funding envelope | The sum of the fiscal year’s funding source amounts, and the number of sources |
| Coverage rate | The planned payroll divided by the envelope, with its status and the remaining margin |
| Public funding share | The share of the envelope coming from sources marked public |
| Social provisions | The total of the fiscal year’s provisions |
| Coverage status | Rule (default values) |
|---|---|
| Covered | Rate below the watch threshold (99%) |
| To watch | Rate between the watch threshold and the overrun threshold (100.5%) |
| Overrun | Rate above the overrun threshold |
- Payroll and envelope per fiscal year: planned payroll as bars and the envelope as a line, fiscal year by fiscal year.
- Coverage rate per fiscal year: planned payroll, envelope and rate for each fiscal year, with the edit and delete buttons. Fiscal years after the current year are marked “projected”.
- Funding sources and Social provisions: the details of the chosen fiscal year.
Creating a fiscal year #

- Click New fiscal year.
- Enter the Year and, if you know it, the planned payroll (social charges included), plus an optional Note.
- Click Save.
Declaring the funding #
- Click Manage sources. Funding sources are shared by all fiscal years: add one with New source (for example grants, mandates, own funds) then Add. For each source, the Public and Active switches state its nature and whether it is still offered. A source can only be deleted if it has never funded a fiscal year. Close with Done.
- Click Enter amounts and enter the amount of each active source for the fiscal year. Leave blank a source that does not fund this fiscal year. Save: the envelope is recalculated.
- Under Social provisions, click Add and enter a Label (for example untaken holidays), an Amount and an optional note.

Where the planned payroll comes from #
- As soon as a unit has a budget (Monitoring tab, including a budget allocated through a request), the planned payroll is the sum of the unit budgets. The fiscal year dialog then says so instead of showing the entry field.
- Otherwise, it is the payroll recorded on the fiscal year: entered in the fiscal year dialog, or written by a scenario applied from Simulation. The latest action prevails.
Good to know #
- The “projected” mention only flags an upcoming fiscal year: the value shown is the payroll entered or applied, not a calculation.
- Deleting a fiscal year removes much more than its funding amounts and provisions: its unit budgets, pay scale, scenarios and budget requests are deleted too. Check before confirming.
- Each year can only have one fiscal year.
