
Family allowances in Hungary
Hungary pays a universal Családi pótlék of HUF 12,200 to 25,900/month per child depending on status, and has rolled out an aggressive natalist policy since 2010: CSOK (housing subsidy), major tax break for 4+ children (lifetime exemption for mothers) and Babaváró (HUF 10M loan, forgivable).
Family policy explicitly framed as a natalist lever: universal Családi pótlék, but mainly massive tax breaks (mothers of 4+ children fully exempt for life), CSOK housing subsidy (max HUF 10–15M), Babaváró loan (HUF 10M forgiven after 3 children). 24-week maternity leave at 70%.
Családi pótlék — universal child benefit
Paid by Magyar Államkincstár to all residents:
- 1 child: HUF 12,200/month (≈ €31)
- 1 child (single parent): HUF 13,700/month
- 2 children: HUF 13,300/month/child (14,800 single parent)
- 3+ children: HUF 16,000/month/child (17,000 single parent)
- Disabled child: HUF 23,300–25,900/month
- No means test
- Paid until age 18 (or end of schooling)
Családi adókedvezmény — tax credit
Major tax credit, among Europe’s most generous:
- 1 child: HUF 10,000/month (HUF 33,335 deducted from taxable base)
- 2 children: HUF 20,000/month/child
- 3+ children: HUF 33,000/month/child
- Offset against income tax + social contributions (until exhausted)
- Family of 3: ~HUF 1.2M/year in tax savings
Lifetime exemption for mothers of 4+ children
Since 2020: mothers who have raised 4+ children are fully exempt from personal income tax (SZJA) for life on earned income.
- Saving: 15% of taxable income for life
- Also applies to adoptive mothers
- Extended in 2025 to mothers of 3 children under 30
2024 announcement: planned extension to all mothers under 30 (under discussion).
CSOK — Family Housing Subsidy
Non-refundable subsidy for home purchase/construction (launched 2015, reformed 2024):
- 1 child: HUF 600,000
- 2 children: HUF 2,600,000
- 3+ children: HUF 10,000,000 (HUF 15M in rural areas — CSOK Plusz)
- 3% subsidised preferential loan also available
- Conditions: married couple, intention to have children within 10 years
Babaváró — forgivable birth loan
Interest-free loan up to HUF 10,000,000 (≈ €25,000) for young couples:
- 30% forgiven on 2nd birth
- 100% forgiven on 3rd birth
- Conditions: married couple, at least one woman under 41
- Over 200,000 loans granted since 2019 launch
Maternity leave and GYED/GYES
CSED (Csecsemőgondozási díj): 24 weeks at 100% of salary (max ~HUF 324,000/month in 2025).
GYED (Gyermekgondozási díj): parental leave to age 2 at 70% of salary (max ~HUF 324,000/month).
GYES (Gyermekgondozási segély): flat-rate to age 3 (HUF 28,500/month) with no contribution conditions.
GYED diplomás: for students mid-degree (HUF 137,000/month for 2 years).
