Family allowances in Norway

Norway pays a universal Barnetrygd of NOK 1,766/month per child under 6 (≈ €155) and NOK 1,510/month for ages 6–18, regardless of income. Parental leave reaches 49 weeks at 100% or 59 weeks at 80%.

Barnetrygd — universal child benefit

Paid by NAV to all residents with children under 18:

  • NOK 1,766/month per child aged 0–6 (≈ €155)
  • NOK 1,510/month per child aged 6–18 (≈ €132)
  • Paid from the month after birth, no means test
  • Taxable until 2002, tax-free since

Utvidet barnetrygd — single-parent top-up

Single-parent top-up equivalent to 1 extra child:

  • Grants 1 additional Barnetrygd
  • Adds to Småbarnstillegg (NOK 660/month) for under-3s in single-parent families

Foreldrepenger — parental leave

Two options paid by NAV:

  • 49 weeks at 100% of salary (capped at 6G ≈ NOK 745,000/year)
  • 59 weeks at 80% of salary
  • Maternal quota: 15 weeks reserved for the mother (3 before birth)
  • Paternal quota: 15 weeks reserved for the father (non-transferable)
  • The rest is freely shared between parents

Engangsstønad — birth grant

Flat-rate grant for parents not eligible for Foreldrepenger (students, unemployed, low-income self-employed):

  • NOK 92,648 per birth or adoption (2024)
  • One-off payment at birth

Kontantstøtte — cash benefit for home care

For children aged 13 to 23 months not attending a subsidised public nursery:

  • NOK 7,500/month (≈ €660) for 0% public care
  • Phased out depending on public care time (down to NOK 0 for 33+ hours/week)

Nurseries — Barnehage

Capped childcare fees since 2024:

  • NOK 2,000/month max in 2025 (national cap)
  • Free in Northern Norway (Finnmark, Nord-Troms) since August 2023
  • Free from the 2nd child in nursery
  • Additional reduction for low-income families (max 6% of income)

Bidragsforskudd — advance maintenance

For single-parent families, NAV advances child maintenance if the other parent doesn’t pay, up to NOK 1,970/month per child.
