Family allowances in Italy

Since 1 March 2022, Italy has merged all former family benefits (Assegni al Nucleo Familiare, primo figlio, etc.) into the Assegno Unico e Universale (AUU) paid by INPS: a single benefit modulated by the ISEE income indicator, ranging from €57 to €199.40/month per child.

Summary

Unified system since 2022: Assegno Unico e Universale (AUU) paid by INPS for all children from pregnancy to age 21 (up to 18 unconditional, then conditional on study/work). Amount modulated by ISEE (equivalised family income). +50% bonus for children under 1 and large families. Parental leave extended in 2023.

Assegno Unico e Universale (AUU)

Universal benefit paid by the INPS to all families with dependent children, modulated by ISEE (Indicatore della Situazione Economica Equivalente):

  • ISEE ≤ €17,090.61: €199.40/month per minor child
  • Intermediate ISEE: regressive amount
  • ISEE ≥ €45,574.96 or not filed: €57/month minimum (universal amount)

Paid from pregnancy (7th month) to age 18 unconditionally, then ages 18–21 if the child is a student, intern, in civil service or earns < €8,000/year.

For children with disabilities: paid for life, with €85–105/month top-up depending on degree.

AUU bonuses

  • +50% per child under 1
  • +50% per child from the 3rd (until child turns 3) if ISEE ≤ €45,574
  • +€100/month per couple if both parents work
  • +€150/month for mothers under 21
  • +€30/month per child from the 4th (flat-rate large family bonus)

Parental leave — Congedo parentale

Congedo di maternità compulsory: 5 months (2 before + 3 after birth, modulable), paid 80% by INPS.

Congedo di paternità compulsory: 10 days + 1 optional day, paid 100%.

Congedo parentale optional: 9 months combined between parents until the child is 12, paid at 30% of salary. The 2023 reform raises to 80% for the first 3 months (instead of 30%).

Bonus asilo nido

Annual support for nursery fees (public or accredited private) or home care for children < 3:

  • ISEE ≤ €25,000: €3,000/year max
  • ISEE €25,001–40,000: €2,500/year
  • ISEE > €40,000: €1,500/year

Since 2024, increased to €3,600/year for families with ISEE ≤ €40,000 having a 2nd child born after 1 January 2024.

Large family tax breaks

Families with 4+ children:

  • Additional IRPEF deduction of €1,200/year per household
  • Additional AUU top-up
  • Reductions on regional transport, Trenitalia rail tickets (Carta Famiglia)
  • Priority access to certain regional benefits

Scuola dell’infanzia and compulsory schooling

School is compulsory from age 6 to 16. Scuola dell’infanzia (ages 3–6) is free in public schools and non-compulsory (>95% enrolment).

Asili nido (0–3) remain paid but subsidised by municipalities. Out-of-pocket cost varies from €0 to €600/month depending on ISEE and region.
