
Family allowances in Finland
Finland pays a universal Lapsilisä of €94.88 to €187.80/month per child by rank (increasing), paid by Kela. The legendary Äitiyspakkaus (maternity box) remains a national symbol, combined with a parental leave reformed in 2022 to 320 shared days.

Lapsilisä — universal child benefit
Paid by Kela to all residents up to age 17:
- 1st child: €94.88/month
- 2nd child: €104.84/month
- 3rd child: €133.79/month
- 4th child: €163.24/month
- 5th child and beyond: €182.69/month
- 0–3 years: +€26/month (early-years bonus)
- Single-parent family: +€73.30/month per child
Äitiyspakkaus — maternity box
Iconic Finnish tradition since 1937:
- Box containing ~50 essential baby items (clothing, nappies, toiletries, book, thermometer, toys)
- The box itself serves as the baby’s first cradle
- Choice between: the box or a €170 cash grant
- Conditional on prenatal check-up before week 4
- ~95% of mothers choose the box
Vanhempainraha — parental leave (2022 reform)
Reform in force since August 2022:
- 320 working days (~14 months) shared between parents
- 160 days per parent (of which 63 transferable)
- Benefit: ~70% of salary (regressive above €40,000/year)
- 40 extra days for single-parent families
- Raskausraha: 40 days of additional pregnancy leave for the mother
- Usable until the child turns 2
Kotihoidon tuki — home care allowance
For parents choosing to care for their child at home after parental leave:
- €378.15/month for 1 child under 3 (Hoitoraha)
- €113.18/month per additional child under 3
- €72.72/month per child aged 3–6
- Hoitolisä: low-income supplement up to €200/month
- Paid until child turns 3
Päivähoito — subsidised childcare
National childcare scheme:
- Place guaranteed for all children from end of parental leave to school
- Fees capped at €311/month for 1 child (max)
- Calculated on household income (€0 if income < €3,874/month for family of 2)
- 40% reduction for 2nd child, 20% for subsequent
- Esiopetus: free compulsory pre-school at age 6 (4h/day)
Elatustuki — guaranteed maintenance
For single-parent families, Kela advances child maintenance if the other parent doesn’t pay: €196.99/month per child.
