
Family allowances in Brazil
Brazil pays Bolsa Família (reformed in 2023 as “Programa Bolsa Família” with a floor of BRL 600/month per family), supplemented by CLT Salário-família, BPC for children with disabilities and a 120-day maternity leave at 100% (180 days under Empresa Cidadã).
Bolsa Família reformed in 2023 (floor BRL 600 + BRL 150/child < 6, BRL 50/child 7–18), Salário-família for low-income workers, BPC LOAS (BRL 1,412/month) for people with disabilities/poor families. 120-day maternity leave at 100% via INSS, 180 days under Empresa Cidadã.
Bolsa Família — Programa Bolsa Família (PBF)
Flagship conditional transfer programme relaunched and reformed in March 2023:
- Floor BRL 600/month per beneficiary family (~€115)
- +BRL 150/child under 7 (Adicional Primeira Infância)
- +BRL 50/child 7–18 and pregnant/breastfeeding women
- Bénéficio Variável Familiar: +BRL 50 per additional dependant
- Income cap: BRL 218/month/person
- ~21 million beneficiary families (60 million people)
- Conditions: child vaccination, school attendance ≥ 75%, maternal medical follow-up
- Managed by Caixa Econômica Federal via Cadastro Único
Salário-família — CLT
Allowance paid by the employer (offset by INSS) to low-income workers:
- BRL 62.04/month per child under 14 (or disabled, no age limit)
- Income cap: BRL 1,819/month (≤ 1.4× SM)
- Paid with monthly salary
Benefício de Prestação Continuada (BPC LOAS)
Non-contributory universal benefit for vulnerable people, linked to SM (Salário Mínimo):
- BRL 1,412/month (1 SM in 2025) per disabled person of any age
- Family income cap: 1/4 of SM/person
- Paid by INSS
- Beneficiaries: ~6 million people
Maternity leave — 120 days / 180 days Empresa Cidadã
Licença-maternidade:
- 120 mandatory days at 100% of salary
- Benefit paid by INSS for CLT employees, capped at Teto (~BRL 7,786/month in 2025)
- For civil servants: no cap
Empresa Cidadã: voluntary programme for companies allowing 60-day extension (total 180 days) with tax deduction.
Paternity leave
5 mandatory days at 100% of salary (CLT), extended to 20 days in companies under Empresa Cidadã.
Auxílio Pré-Escolar (CLT) and IR deductions
For CLT employees: auxílio pré-escolar (varies by collective agreement, ~BRL 200–800/month for children < 6).
Income tax: BRL 189.59/month deduction per dependant (children up to 21, or 24 if students).
