
Family allowances in Uruguay
Uruguay pays two types of Asignaciones Familiares: AFAM Ley 15.084 contributory for private-sector employees, and AFAM Ley 18.227 (Plan de Equidad) non-contributory for vulnerable families (UYU 2,000–3,800/month per child). 14-week maternity leave at 100% + shared parental leave to age 6 months (half-time).
AFAM Ley 15.084 contributory (private employees, BPS), AFAM Plan de Equidad for vulnerable families (~UYU 2,000–3,800/month/child), Tarjeta Uruguay Social for very poor. 14-week maternity leave at 100% via BPS, 13-day paternity leave, parental half-time to age 6 months (Subsidio).
AFAM Ley 15.084 — contributory benefit
Allowance paid by BPS (Banco de Previsión Social) to private-sector employees by income:
- ~UYU 1,280/month per child if family salary < 6 MW
- ~UYU 640/month per child if family salary 6–10 MW
- UYU 0 if family salary > 10 MW
- +50% from 4th child
- Paid until age 14 (or 16 if upper-secondary, 18 if higher)
AFAM Ley 18.227 — Plan de Equidad
Non-contributory benefit set up in 2008 for vulnerable families (near-universal coverage of poor children):
- UYU 2,000–3,800/month (≈ €45–90) per child by age and number of children
- +60% bonus for children in secondary education
- Conditions: low ICC (Critical Deprivation Index), school enrolment, medical check-ups
- ~430,000 child beneficiaries (~85% of poor children)
- Paid by BPS
Tarjeta Uruguay Social (TUS)
For families in extreme poverty (very low ICC):
- Debit card for food and basic necessities
- ~UYU 3,000–5,500/month by number of children
- Stackable with AFAM Plan de Equidad
- ~70,000 beneficiary families
Maternity leave — 14 weeks
Subsidio por Maternidad:
- 14 weeks (6 before + 8 after birth) at 100% of salary
- Paid by BPS
- Extended to self-employed (monotributo, professionals)
- 2014 reform: extended to 14 weeks (was 12)
Paternity leave and shared parental subsidy
Licencia por paternidad:
- 13 working days at 100% of salary (2017 reform)
- Paid by BPS
Subsidio parental para cuidados (2014 reform):
- Option to work half-time until child turns 6 months
- BPS compensates 50% of salary loss
- Shareable between parents (alternating)
CAIF — Centros de Atención a la Infancia y la Familia
Public nursery and early-childhood network (0–4):
- ~480 CAIF serving ~60,000 children
- Free for low-income families
- Experiencias Oportunas programme (4–13 months): parent-child workshops
- Run by INAU (Instituto del Niño y Adolescente del Uruguay)
Plan CAIF — Sistema de Cuidados (SNIC)
National care policy launched in 2015:
- Personal assistants for people with disabilities
- BTV (Becas Telecuidador) for families with children under 3
- Expansion of public nursery places (target 100% of under-3s by 2030)
