
Family allowances in Morocco
Morocco pays a CNSS family allowance of MAD 300–500/month for the first 3 children, expanded since 2023 by the Direct Social Aid (ASD) programme under the national social protection rollout. Universal health coverage AMO Tadamon for vulnerable families.
Historical contributory CNSS scheme + universal extension via Direct Social Aid (ASD) rolled out since late 2023 as part of the 2021–2025 social protection generalisation. AMO Tadamon (formerly RAMED) for health coverage of vulnerable families. 14-week maternity leave.
CNSS family allowances
Contributory scheme run by the Caisse Nationale de Sécurité Sociale (CNSS) for private-sector employees:
- MAD 300/month for each of the first 3 children
- MAD 36/month from the 4th child (up to 3 extra children, so 6 total)
Eligibility:
- Minimum 108 contribution days over 6 months
- Wage ≥ 60% of SMIG (statutory minimum wage)
- Children < 12 (or < 18 if students/apprentices, < 21 if higher-ed students, no age limit if disabled)
CNOPS — Civil servants scheme
For public servants, the Caisse Nationale des Organismes de Prévoyance Sociale (CNOPS) pays:
- Equivalent family allowances (MAD 300 for first 3 + MAD 36)
- Paid by the Treasury through payroll
- Mandatory AMO health coverage
Direct Social Aid (Aide Sociale Directe – ASD)
Flagship of the 2021–2025 social protection generalisation, rolled out from December 2023:
- MAD 200/month per enrolled child (under 21) — max 6 children
- MAD 500/month for children with disabilities
- MAD 500/month from the 3rd child if all are under 6
- MAD 2,000 lump sum at birth for each newborn
- MAD 1,000 lump sum for households without children
Targeted via the Unified Social Register (RSU) based on the socio-economic index. Paid by the Agence Nationale des Allocations Familiales (ANAF) via bank transfer / mobile money.
AMO Tadamon — universal health coverage
Replaces RAMED since December 2022. Health coverage for 11 million vulnerable Moroccans:
- Covers primary care, hospitalisation, essential medicines
- Free for beneficiaries below the RSU threshold
- Targeted via RSU + symbolic contribution for households above the threshold
- Managed by CNSS
Combined with employee AMO (CNSS) and civil servant AMO (CNOPS), the goal is universal health coverage of the Moroccan population.
Maternity and paternity leave
Maternity leave:
- 14 weeks (7 before + 7 after birth)
- CNSS daily indemnity at 100% of capped average salary (MAD 6,000/month)
- Possible unpaid extension of 90 days
Paternity leave:
- 3 days paid by the employer
- No extension currently planned
Tayssir — school enrolment support
Conditional cash transfer programme linked to school enrolment in rural areas:
- MAD 60–140/month per enrolled child by age
- Paid to mothers, conditional on school attendance (max 4 absences/month)
- Covers primary and lower-secondary in disadvantaged areas
- Beneficiaries: ~700,000 families, ~2.4 million children
Being progressively integrated into the ASD from 2024.
