Family allowances in Kazakhstan
Kazakhstan runs an active family policy: Birth grant of 38 MCI (~KZT 150,000) up to 63 MCI for 4th+ child (~KZT 250,000), parental allowance to age 1.5 at 40% of salary, Heroine Mother status (Көп балалы ана) with massive benefits.
Birth grant 38–63 MCI (2024 reform), parental allowance to age 1.5 at 40% salary (max KZT 245,280/month), universal benefit for children 1.5–7 (ASP), Heroine Mother status (4+ children) with early retirement. 126-day maternity leave at 100% via State Social Fund.
Birth grant (2024 reform)
Flagship programme paid by State Social Fund (SSF):
- 1st child: 38 MCI (~KZT 150,000 / €290)
- 2nd child: 38 MCI
- 3rd child: 38 MCI
- 4th child and beyond: 63 MCI (~KZT 250,000 / €480)
- MCI = Monthly Calculation Index (≈ KZT 3,932 in 2025)
- One-off payment at birth
- Annually indexed to inflation
Parental allowance (childcare to age 1.5)
Allowance until child turns 1.5:
- 40% of average salary over the last 2 years
- Cap: 40% × maximum insurable salary (~KZT 245,280/month in 2025)
- Floor: ~KZT 7,200/month for 1st child
- Paid by SSF
- Father can take this leave instead of mother
Adresnaya Sotsialnaya Pomosch (ASP) — Targeted Social Aid
Benefit for low-income families (income/person < 70% subsistence minimum):
- Top-up to subsistence minimum: ~KZT 40,000/person/month
- +30% bonus for families with children 0–18
- Strict conditions: resource test + “conditional” ASP (training, job search)
- Run by local akimats
Child allowance 1.5–7 (outside ASP)
For families with children 1.5–7 not covered by ASP:
- ~KZT 17,000/month per child if income < 1× subsistence minimum/person
- Paid by SSF
- Conditions: DCS (Digital Card of Social Security)
Heroine Mother Status (4+ children)
Official status for mothers with 4+ children, with massive benefits:
- Heroine Mother Pension: ~KZT 32,000/month for life (no retirement condition)
- Early retirement at 53 (vs standard 61) for 5+ children
- “Алтын Алқа” Medal for 7+ children (200 MCI lump sum)
- “Күміс Алқа” Medal for 6 children
- Transport and utility discounts
- Priority social housing access
Maternity leave
Managed by State Social Security (SSF):
- 126 days (70 before + 56 after birth) at 100% of average salary
- 140 days for complications/twins
- Capped at 7× minimum wage (~KZT 595,000/month)
- Fathers: 5 mandatory days
Nurseries — Балабақша
Public nurseries for 1–6 with expanding coverage:
- Astana, Almaty: ~KZT 15,000–40,000/month by income
- National expansion programme: target 100% coverage by 2027
- Free for ASP families and 4+ children families
- Pre-school (age 5) compulsory and free
