
Family allowances in Hong Kong
Hong Kong has no universal family allowance but a targeted system: Comprehensive Social Security Assistance (CSSA) for vulnerable families, Working Family Allowance for low-income households, Newborn Baby Bonus HKD 20,000 (2023 reform) and very light family taxation.
CSSA for very poor families, Working Family Allowance for low/middle-income households, Child Tax Allowance HKD 130,000/child. Newborn Baby Bonus HKD 20,000 (2023). 14-week maternity leave at 80% (2020 reform).
Newborn Baby Bonus (October 2023 reform)
Natalist policy launched by John Lee at the October 2023 Policy Address:
- HKD 20,000 (≈ €2,400) per birth
- For children born between 25 October 2023 and 24 October 2026
- Conditions: Hong Kong permanent resident child + permanent resident parent
- One-off payment by Inland Revenue Department on application
- Stackable with child tax deductions
Working Family Allowance (WFA)
Allowance for low/middle-income households with working members (≥ 144 h/month):
- Half Rate (income < 50% of median): HKD 600–1,000/month
- Full Rate (income < 75%): HKD 1,200–2,000/month
- 3/4 Rate (in-between): HKD 900–1,500/month
- + Child Allowance: HKD 600–1,400/month/eligible child
- Up to HKD 6,700/month for families with 3+ dependent children
- ~70,000 beneficiary households
Comprehensive Social Security Assistance (CSSA)
Ultimate safety net for families unable to meet basic needs:
- Healthy adult: HKD 3,540/month (standard rate)
- Child 0–17: HKD 3,200/month
- + Special Grants: rent (up to HKD 4,000/month), education, health
- + Single Parent Supplement: HKD 510/month
- Conditions: strict means test, residence ≥ 1 year
- ~210,000 beneficiary households
Child Allowance — Tax deduction
Salaries tax deduction:
- HKD 130,000/year per dependent child (from birth to 18, or 25 if studying)
- Doubled to HKD 260,000 for year of birth
- Single Parent Allowance: additional HKD 132,000/year
- Dependent Brother/Sister Allowance: HKD 37,500/year for dependent siblings
Government Maternity Leave Pay — maternity leave
11 December 2020 reform:
- 14 weeks maternity leave (was 10 weeks)
- Benefit: 80% of average salary
- First 10 weeks: paid by employer (4 additional weeks reimbursed by government)
- Cap: HKD 80,000 per employee for the 4 additional weeks
- Eligibility: ≥ 40 weeks of continuous employment with employer
Statutory Paternity Leave
5 days of statutory paternity leave at 80% of salary:
- To use between 4 weeks before due date and 14 weeks after birth
- Paid by employer
- Proposed reform to extend to 10 days (under discussion 2024–2025)
Kindergarten Education Scheme (KES)
Free kindergarten programme for 3–6 since September 2017:
- Free in non-profit kindergartens (~70% of facilities)
- Subsidy for private half-day kindergartens
- Covers ~190,000 children
