Family allowances in Georgia
Georgia pays GEL 200/month (≈ €70) per child for very low-income families (2023 reform), a Birth Subsidy uprated in mountain regions (GEL 1,500 for 3rd child), and a Targeted Social Assistance (TSA) run by the Social Service Agency.
Means-tested TSA + Children Bonus GEL 200/month (2023 reform), Birth Grant in mountain regions (up to GEL 1,500 for 3rd+ child). 730-day maternity leave with GEL 1,000 flat benefit via national fund. Free Universal Healthcare programme.
TSA + Children Bonus — 2023 reform
Targeted Social Assistance via the Social Service Agency (SSA) and the Rating Score:
- Base TSA: GEL 60–180/household member by score (≤ 65,000 = eligible)
- Children Bonus (2023 reform): +GEL 200/month per child 0–15
- Score ≤ 100,000: Children Bonus GEL 150/month
- Score ≤ 120,000: Children Bonus GEL 50/month
- Monthly payment to bank account
- ~190,000 child beneficiaries
Birth Grant (central government + mountain regions)
Simple central programme + regional bonus for mountain areas:
- Central programme: GEL 500 for 1st-2nd child per birth
- Mountain areas: GEL 1,000 for 1st-2nd child + GEL 2,000 for 3rd+
- One-off payment at birth
- Stackable with other benefits
Grandparents allowance
Bonus for grandparents caring for orphans or abandoned children:
- ~GEL 200–300/month per child cared for
- Paid via SSA on top of retirement pension
- Conditions: grandparents as legal guardians
Maternity leave — 730 days (~2 years)
Among the world’s longest, but with flat-rate benefit:
- 730 days (~2 years) of maternity leave
- Benefit capped at GEL 1,000 flat (paid in lump sum at start, ~€340)
- For civil servants: 183 days at 100% of salary + rest unpaid
- For private sector: limited benefit + employer can top up (rare)
- Paid by the Georgian Social Fund
Paternity leave — 15 days (public sector)
For civil servants only: 15 days of paternity leave at 100% of salary. No obligation in the private sector.
Universal Healthcare — child health coverage
Launched in 2013, universal and free programme for all:
- Primary care, hospitalisation, essential medicines
- Pregnancy follow-up and delivery: 100% free
- Child vaccinations: 100% free
- Children < 5 healthcare: fully covered
- Paediatric cancer: 100% covered
Nurseries — Saskolo
Public nurseries (Saskolo) for 1–6:
- Tbilisi: free (2014 reform) — only food fees (~GEL 10–20/month)
- Other cities: modest municipal fees (GEL 50–100/month)
- Programme extended to rural regions since 2018
