Family allowances in Belarus
Belarus runs a dense family policy: Family Capital of BYN 22,500 (~€6,600) for 3+ children since 2015, monthly allowances for children 0–3 at 35–40% of average salary, and a 3-year parental leave (2 years paid).

Family Capital (2020 reform)
Capital paid into a savings account on birth of 3rd child (2015 programme):
- BYN 22,500 (≈ €6,600) deposited in dedicated savings account
- Usable after youngest child turns 18 (early release possible for: housing purchase, education, medical, retirement)
- Managed by Belarusbank
- Annually indexed to inflation
- 2020 reform: early release expanded to 11 reasons
Childcare allowance to age 3
Parental allowance until child turns 3:
- 1st child: 35% of average salary (~BYN 700/month)
- 2nd child and beyond: 40% of average salary (~BYN 800/month)
- Paid by Social Protection Fund
- Stackable with part-time employment
- Additional childcare allowance for disabled children
Birth grants
- 1st child: 10× subsistence minimum budget (~BYN 4,000 lump sum)
- 2nd child and beyond: 14× subsistence minimum budget (~BYN 5,600 lump sum)
- Pregnant woman allowance (weeks 12–22): 100% of subsistence minimum
- Paid by Social Protection Fund
Maternity leave
Minimum 126 days at 100% of salary:
- 70 days before + 56 days after birth
- +14 days for complications/twins
- Possible to combine with parental leave until child turns 3
- Capped benefit at 5× subsistence minimum budget
Large Family Status
Official status for families with 3+ children, with many benefits:
- 75% reduction on subsidised mortgage (for 4+ children: 100%)
- Public transport discounts (free at school age)
- Free school canteen meals
- 50% reduction on medicines for children < 6
- Free public nurseries for 3rd child and beyond
- Pension bonus for mothers of 5+ children
Large Family Mortgage Subsidy
Specific subsidised mortgage programme:
- 3-child families: 1% interest with partial subsidy (10 years)
- 4+ children families: interest-free loan + 100% principal waiver on birth of 4th+ child
- Managed by Belarusbank

Dense public nursery network (Belarus inherited from Soviet system):
- 0–3: ~BYN 50–150/month by income
- 3–6: ~BYN 80–200/month
