Family allowances in Cuba

Family protection in Cuba relies on contributory benefits from INSS Cuba (maternity, birth, healthcare coverage). There is no universal monthly child allowance comparable to European models.

Legal framework and institution

Cuba does not have a universal family allowance system comparable to European models. Family protection is delivered through Instituto Nacional de Seguridad Social (INSS Cuba), under the social security framework, mainly via maternity, paternity benefits and, where applicable, occasional family support payments.

The legal framework is based on the Labour Code and the Social Security Law. Cuba operates a unified state scheme covering all formal-sector workers.

Eligibility and conditions

Beneficiaries are typically employees affiliated with social security and their dependents (spouse, children). Informal workers — a significant share of the regional workforce — remain largely excluded from contributory benefits.

Eligibility conditions usually include a minimum period of affiliation and contributions, plus current contribution status when filing.

Amounts and benefits

The main benefits available to families through INSS Cuba are:

  • Maternity allowance paid during statutory leave (typically 18 weeks).
  • Birth or prenatal allowance (where applicable).
  • Medical coverage for mother and child.
  • Survivor benefits in case of the insured parent’s death.

There is generally no universal monthly benefit per dependent child.

Maternity and paternity

Maternity leave is approximately 18 weeks, paid at a percentage of the reference salary by social security (typically 60% to 100% depending on the country). Paternity leave is generally short (a few days).

The employer cannot dismiss a pregnant employee during pregnancy and a protected period after childbirth.

Employer contributions

The employer contributes to social security on gross payroll. Contributions cover sickness, maternity, occupational injuries, retirement, and — depending on the country — a family/children branch.

Procedures and payment

Procedures are handled by the employer (declaration and medical certificates) then by the INSS Cuba. Documents typically required include:

Payments are monthly (maternity) or one-off (birth) depending on the benefit.

Special cases and expatriates

Foreign employees legally residing and working in the country are generally affiliated with social security and entitled to the same benefits as nationals. Posted workers from countries with a bilateral agreement may retain their home affiliation.
