105-Day Expanded Maternity Leave Law (2019)

Major reform (Republic Act 11210):

105 days of maternity leave (vs 60 days before) at 100% of salary
+30 additional days possible (unpaid)
Solo parent: +15 paid additional days
Applies to all women: SSS-covered, informal sector, civil servant
Mother can transfer 7 days to the baby’s father or an “alternate caregiver”
Benefit paid by SSS or GSIS (civil servants)

Paternity Leave Act

Republic Act 8187:

7 days of paternity leave at 100% of salary
For the first 4 births of the wife
Applies only to legal marriage
Paid by employer
Stackable with the mother’s 7 transferable days (max 14 days total)

Solo Parent Welfare Act (2022 reform)

RA 11861 — expanded the solo parent status:

15 days of parental leave/year at 100% of salary
Solo Parent ID Card with benefits: 10% discount on essential goods; Monthly allowance PHP 1,000 for poor households; Priority university scholarships
Covers: singles, widowed, divorced, imprisoned spouse
~14 million eligible Filipinos

SSS — Salary Loan + Maternity Benefit

For SSS members (Social Security):

Salary Loan: 10% annual interest loan (1–2 months’ salary advance) for family needs
Sickness Benefit: 90% of average salary during illness
Funeral Benefit: PHP 20,000–60,000 in case of member’s death

PhilHealth — child health coverage

Universal health insurance:

Newborn Care Package: PHP 1,750 per birth for 48h postnatal
Z Benefits: PHP 30,000–1,000,000 for serious paediatric cases
Konsulta Package: free consultations at health centres for children
Universal Healthcare Act 2019: automatic coverage of all Filipinos

K-12 — free education

Law RA 10533 (2013): free K-12 system (Kindergarten + 12 years) in public schools:

K (age 5): free
Primary (1–6): free
Junior High School (7–10): free
Senior High School (11–12): free since 2017
Universal Access to Quality Tertiary Education Act 2017: free state university (UP, etc.)
