
Family allowances in Germany
Germany combines a universal allowance (Kindergeld) with no income test, an alternative tax allowance (Kinderfreibetrag), generous parental leave (up to 3 years with Elterngeld), and heavily subsidized daycare. One of Europe’s most comprehensive systems.
1. Direct allowances — Kindergeld
Germany pays a universal allowance — the Kindergeld — to all resident families, with no income test. It’s one of the historic pillars of German family policy, managed by the Familienkasse under the Federal Employment Agency (Bundesagentur für Arbeit).
Kindergeld (child allowance)
Since 1 January 2023, Kindergeld is uniform at €250/month per child, regardless of sibling position. This was a major simplification: before 2023, the 4th child triggered a higher rate. Payment is monthly, automatic to the reference parent’s account.

Kinderzuschlag (child supplement)
For low-income families above the welfare threshold, Familienkasse pays an additional Kinderzuschlag of up to ~€292/month per child (2026 indexed amount). Conditions: minimum monthly income of €900 (couple) or €600 (single parent), capped assets.
Elterngeld (parental benefit)
Elterngeld is not strictly a family allowance but a parental leave benefit — see section 3.
Kindergeld does not flow through payroll: it’s paid directly by Familienkasse to the reference parent. However, it interacts with taxation (Kinderfreibetrag) — see section 2.
2. Family tax credits & deductions
The German tax system offers an alternative tax allowance to Kindergeld: the Kinderfreibetrag. Tax authorities automatically apply the more favorable of the two (« Günstigerprüfung »).
Kinderfreibetrag (child allowance)
In 2026, the total allowance reaches approximately €9,600 per child per year, split into two parts:
- Kinderfreibetrag proper: ~€6,384 (covers the child’s subsistence minimum)
- BEA-Freibetrag: ~€2,928 (education, care, training needs)
The tax administration automatically compares the benefit of Kindergeld vs Kinderfreibetrag in the annual tax return. For middle incomes, Kindergeld wins; for high incomes, the allowance is more advantageous.
Childcare expense deduction
Childcare expenses for children under 14 (Kita, private school, in-home care) are deductible at 2/3 of expenses, capped at €4,000 per child per year, under “Sonderausgaben”.
Entlastungsbetrag (single parents)
Single parents (Alleinerziehende) benefit from an additional allowance of €4,260 for the first child, plus €240 per additional dependent.
3. Parental leave types
Germany offers one of Europe’s most generous parental leave systems, articulated around Mutterschutz, Elternzeit, and Elterngeld.
Mutterschutz (maternity protection)
Strict legal protection of maternity: 6 weeks before + 8 weeks after birth (12 weeks after for premature, multiple births, or disabled child). During Mutterschutz, the employer cannot dismiss or assign work to the employee (except at her explicit request).
Compensation: Mutterschaftsgeld paid by health insurance (up to €13/day) topped up by the employer to the usual net salary. For non-affiliated employees, the State pays a lump sum up to €210.
Elternzeit (parental leave)
Every employed parent has the right to up to 3 years of parental leave per child, usable until the child’s 8th birthday. Leave is shareable between both parents and compatible with part-time work up to 32 hours/week.
Elterngeld (parental benefit)
During Elternzeit, the parent receives Elterngeld:
- 65% of net income before birth, capped at €1,800/month (minimum €300)
- 12 base months for one parent + 2 extra months if the other parent also takes leave (Partnermonate)
- ElterngeldPlus: reduced 50% version over doubled duration, compatible with part-time activity
For high earners (couple taxable income > €200,000 since 2024), Elterngeld is no longer paid.
During Mutterschutz, the employer maintains the net salary via health insurance top-up. During Elternzeit, salary is suspended; Elterngeld is paid by the Länder Elterngeldstellen, outside payroll.
4. Childcare subsidies
Germany relies primarily on a public daycare network (Kindertagesstätte — Kita) heavily subsidized by Länder and municipalities, rather than individual subsidies like service vouchers.
Kita (public daycare)
Since 2013, every child over one year has a legal right to a daycare spot (Rechtsanspruch auf Kita-Platz). Länder apply income-based sliding tariffs. Berlin and several other Länder have made Kita totally free; elsewhere, monthly tariff ranges from €0 to ~€400 by household income.
KiBiG (public funding)
KiBiG (Kinderbildungsgesetz) requires Länder to provide minimum public funding per Kita child. Quality (staff ratios, educator training) is nationally guaranteed but tariff modalities vary.
Tagesmutter (licensed childminder)
For children under 3 without a Kita spot, parents can use a Tagesmutter licensed by the Jugendamt. Monthly cost: €200 to €600, partially reimbursed by the municipality based on income.
Hortbetreuung (after-school care)
For school-aged children, after-school care (Hort) is organized by schools or municipalities. Sliding tariffs by income, generally < €200/month.
Employer benefit (Kinderbetreuungszuschuss)
Employers can pay a Kinderbetreuungszuschuss (childcare subsidy) fully exempt from social contributions and income tax, with no cap, provided expenses are documented and the child is under 6 and not yet in school.
