# Running the salary review

The **Salary review** tab runs the annual pay rise campaign: HR set an envelope, managers propose measures for their team, proposals are approved, then decision letters are released and the new salaries written to the profiles. This article describes the campaign step by step, for HR, managers and approvers.

## Before you start

- "Salary review: read the whole campaign…": at the **Access** level, read the whole campaign, salaries included; at the **Execute** level, run it (framing, phases, adjustments, sending to validation, deciding without a workflow). By default: Execute for the Administrator and HR Manager roles, Access for Payroll Manager.
- "Salary review: propose measures for the people one manages" (Execute): by default, the Manager and Administrator roles.
- "Salary review: view an employee's file…" (Access): by default, Administrator, HR Manager and Payroll Manager.
- Carrying the new salaries over to the profiles also requires the "Base salary" permission at the Execute level.
- The review's fiscal year must exist in **Multi-year & funding**. A pay scale (Pay scales tab) is useful but not required.

## The six phases

A timeline shows the six phases of the campaign, with their target date and state ("Done", "In progress", "Upcoming").

The campaign timeline and framing

| Phase | What happens |
| --- | --- |
| 1. Framing & envelope | HR open the review and set the envelope, the individual cap, the dates and the population. Only HR can see the campaign. |
| 2. Manager proposals | Each manager proposes a measure for the people they directly manage and submits their lines. |
| 3. HR consolidation | HR review everything, adjust submitted lines and reassign a line to another proposer if needed. |
| 4. Validation | One file per manager is decided, by HR or by the "Salary review" Workflows approval workflow. |
| 5. Manager feedback | Letters are generated and released, new salaries carried over to the profiles, and the campaign archived then closed. |
| 6. Closing & application | The campaign is closed and becomes read-only. |

HR move from one phase to the next with **Move to: …**, after confirmation. This button goes as far as the Manager feedback phase; the campaign enters Closing through **Close the campaign**. If the campaign has already moved on (double click, another tab), Illizeo refuses and asks you to reload the page.

- Moving to Manager proposals requires an envelope and a deadline; the population is refreshed and every proposer is notified.
- Moving to Validation sends the submitted lines, in one file per proposer.
- Moving to Manager feedback is refused while a file is still awaiting a decision.

## For HR: opening and framing the review

1. Click **Open a review**, choose the **Fiscal year** and the **Campaign title**, then **Open**. There is one review per fiscal year.
2. In **Envelope settings**, enter the **% of payroll**, the **Individual cap (%)** (optional), the **Deadline — manager entry**, the **Effective date of measures** and the **Reminder (days before the deadline)** (3 by default), then **Save**.
3. In **Envelope split by unit**, keep the split pro rata to each unit's payroll, or set the shares with the minus and plus buttons (by half a point): they must add up to 100%. Click **Save the split**; **Payroll basis** returns to the pro rata split.
4. In **Population by groups**, choose **Included groups** if needed (with no included group, every current salaried contract is in the review) and **Excluded groups**, then **Save the population**. Groups can no longer be changed after the proposals phase.
5. Move to the Manager proposals phase.

**Edit**, on the timeline, changes the campaign title and the target date of each phase.

### Who is in the review

One line per current salaried contract, excluding external contracts and draft records; a parallel employment has its own line. The line is proposed by the contract's supervisor, failing that the record's supervisor, never by the person themselves. Each line keeps the reference salary (annual gross, 100% basis, 13th included), the class, the step and the unit. **Refresh the population** adds new contracts, refreshes lines still to be proposed and removes those of contracts that have ended. A contract with no reference salary cannot receive a proposal.

## For managers: proposing

The **My proposals** card lists the people in the team with their current salary, the increase, the new salary and the line status. The **Envelope used** card shows, for each of your units, what has been committed and what is left. You see salaries during the Manager proposals, HR consolidation and Validation phases; afterwards, only the percentage remains visible.

1. Click an employee's name to open their proposal (the minus and plus buttons in the table also adjust by half a point).
2. Choose **Enter as** percentage or annual amount and enter the increase; if needed, a **Promotion — class** and a step, and an **Effective date** specific to the line.
3. If the increase exceeds the individual cap or the new salary falls outside the class range (above or below), a warning appears: fill in the **Justification**, required on submission.
4. Tick the lines that are ready and click **Submit**.

Submission is refused if it would exceed the envelope of one of your units: review your proposals. A reminder is sent before the deadline (the number of days set by HR) if lines are still to propose, in draft or sent back.

Line statuses: To propose, Draft, Submitted, In validation, Approved, Sent back.

## For HR: consolidating

HR see the whole campaign with the "Review envelope", "Committed", "Left to commit" and "Proposals entered" indicators, a search box and a status filter. During consolidation, they adjust submitted lines; the **change** link next to the proposer reassigns a line that has not yet been submitted. Nobody proposes their own salary measure. The **Send to validation** button sends submitted lines without waiting for the phase change.

## Approving the files

The **Validation files** card shows one file per proposer.

- **With no active workflow**: a banner says so and the HR staff who run the review (Execute level) decide here.
- **With the "Salary review" workflow active** in Workflows: only the approvers of the current step decide (by default, the manager's line manager, then a remuneration committee). **Approve all** then approves the current step, and the file may move on to the next step.

On each line, **Send back** asks for a **Reason**: the line returns to the manager, who can correct and resubmit it; HR then send it to validation again. The overall button becomes **Approve the rest** or **Send the file back** depending on the lines sent back. From the approvals inbox, the decision applies to the whole file. The proposer and the employees in a file can never decide on it.

## Letters, carry-over, archive and closing

These actions take place during the **Manager feedback** phase, from the **Closing** card, whose checklist ticks itself.

1. **Generate the letters**: each letter is produced from the campaign's template (by default the salary decision letter template, editable in document templates), in the employee's language (English or French), and frozen as a PDF. Each manager is notified.
2. **Release**: managers release their team members' letters (HR can release any line). Before release, the employee sees nothing. The letter is placed in their documents and, if the **Decision letters** card provides for it, sent for electronic signature (DocuSign, Adobe Sign or UgoSign, depending on the provider configured), the employee signing before the company signatory.
3. **Carry over to profiles**: the new salary line is written at the effective date, with the checks of the Salaries screen, together with the class and step. If the base salary change workflow is active, the line awaits its approval. The operation can be run again without creating duplicates. If the "Salary review carried over to profiles" workflow is active, the button becomes **Request carry-over approval**.
4. **Archive**: a PDF archive of decisions and letters, available once the first three tasks are done.
5. **Close the campaign**: after confirmation, the campaign becomes read-only; HR and managers are notified.

The **Decision letters** card also lets you choose another **Letter template**, switch on **Send for electronic signature on release** and name the **Company signatory**.

## An employee's file

With the matching permission, a line's **File** link opens the person's salary trajectory (the proposed measure as a dotted line), their previous reviews and the decisions of the current review. Each view is recorded as a sensitive read.

An employee's file

## Good to know

- A remuneration committee member with no salary review permission decides from the approvals inbox, for the whole file; to decide line by line, they need one of the review permissions.
- Moving to Manager feedback is only blocked by files awaiting a decision: check that no submitted line was left out of validation, as it would get no letter.
- Lines with no proposer (no supervisor) are sent in a file in the name of the HR person who sends them.
- The letter and the archive exist in English and French only.
